1 INTRODUCTION
The Club Rules are included in four documents available on the Club website:
– Constitution
– Club Rules
– Sailing Instructions
– Handicap Policy
To assist members this is a summary of the most applicable rules relating to general matters, while sailing rules are covered in the Sailing Instructions.
2 GENERAL RULES
Under Section 12 of the Constitution all members shall:
2.1 Promote the Purposes and Aims of the Club.
2.2 Refrain from actions that are inconsistent with the Club Purposes, these Rules, any Club bylaws, and any decisions of the Club.
2.3 Abide by the World Sailing Racing Rules of Sailing (RRS).
2.4 Acknowledge and abide by the Club Health and Safety Plan during all Club activities, for the good of themselves and others, and their property.
2.5 Pay any applicable subscriptions or fees.
3 HEALTH AND SAFETY PLAN
Relates to the fenced, Best Island Pond Sailing Area, which is leased by the Club from the NRSBU and some of these rules are a condition of that lease.
3.1 Person in Charge
There must always be a nominated person in charge of the venue and its activities.
3.1.1 For organised Club sailing events this will be the Race Officer.
3.1.2 For other events a person must always be nominated as being in charge.
3.2 Opening and Closing Procedures
3.2.1 Once unlocked all gates and container doors must be latched or secured in the open position.
3.2.2 On leaving the venue all rescue boats and equipment must be secure and all doors and gates shut and locked.
3.3 Vehicle Entry and Parking
3.3.1 Only vehicles with Mobility Parking Permits, or as approved by the Club Committee, may park inside the perimeter fence.
3.3.2 Other vehicles may only enter the perimeter to unload or load vehicles and must then park outside the perimeter fence.
3.4 Water Access
3.4.1 Access to the water past the rope boundary is prohibited. Boats must be launched, retrieved, or rescued from either pontoon or rescue boat.
3.5 Pontoons
3.5.1 A maximum of six persons allowed on a pontoon at any one time.
3.5.2 No children under 14 years of age are allowed on a pontoon.
3.5.3 A life buoy with rope attached, must always be available at each pontoon.
3.5.4 Lifejackets must be readily available when sailing is taking place.
3.6 Rescue Boat
3.6.1 Maximum of two persons allowed in a rescue boat.
3.6.2 Lifejackets must be worn while in a rescue boat.
3.6.3 A person must always remain on shore while a rescue boat is in use.
3.7 Smoking and Vaping
3.7.1 Smoking and Vaping is not permitted in the Control, Launching or Rigging area. This is the area of grass, gravel and the raised mound southeast of the flagpoles.
3.8 Medical
3.8.1 An AED is kept in the south container.
3.8.2 A First Aid Kit is located on the door of the south container.
3.9 Non-Club Event Sailing
3.9.1 Members may use the pond outside of Club events providing there are at least two people present and all the above conditions are complied with.
